The 23¢ USA and Flag stamps were issued
to fulfill the special postal rate granted to bulk
mailers who presorted their mail by ZIP code in
minimum quantities of 500 pieces. By completing
this process, the Postal Service was able to pass
on large savings on first-class mail to its larger
customers. In all, three different printing
companies produced stamps with this design.
