A perforation number (such as 81/2 or 12) indicates the number of holes in a space of 2 centimeters along the edge of a stamp – best determined by using a perforation gauge. The perf. 81/2 above has 81/2 perfs per 2 centimeters, while the perf. 12 above has 12 perfs per 2 centimeters. The exposition celebrated the opening of the Panama Canal, and honored the discovery of the Pacific Ocean 400 years earlier. When regular issue stamps were changed to perf. 10 in 1914, to strengthen the sheets the Panama-Pacific commemoratives changed too. Yet few collectors bothered to save the new stamps, so the perf. 10’s are notably scarcer today. The first 10¢ stamps were found to be too light in color, so a darker shade was adopted in the latter part of 1913. Scott #400 was discontinued in favor of #400A.
